Support for .elf files is needed in ISACaller to support userspace programs. This will eventually lead to Power SFFS compliance in Cavatools (this task doing the preliminary research).

marking as duplicate of bug #1169 since that has a more detailed plan and since the funding for this bug wasn't properly allocated (you can't just pull money out of thin air, it has to come from somewhere and where it comes from has to be marked as having the money allocated to the sub-task)
