this started back in BranchOutputData, to indicate that SPRs can
be optionally set, such that CompUnits know what to do.  this
is a good idea and it really needs to be extended throughout
all pipeline OutputData structures.

that... includes the INT regs.  it's not a huge change, it is
however a bit of a reorg.
