A public report needs to be generated on the status of each RFC,
or a set of RFCs,
whether accepted, rejected, and what the next steps need to be,
if any.

maintain the table below:

* OPF RFC process was incomplete (documentation insufficient)
  an RFC "style guide" was missing, as was information on
  how to propose instruction names. "s" for shift for example.
