PLEASE NOTE: as described in https://bugs.libre-soc.org/show_bug.cgi?id=1171#c2
there is an apparent discrepancy in the consistency between NLnet's RFP
system and the bugzilla records. an Audit was carried out and we found
that there is no inconsistency. what has actually happened is that the
RFP for this bugreport *pre-dates* NLnet's "online" system, and there
is a MANUAL (emailed) record that has the correct amount but is listed
for "Luke Leighton" rather than "Jacob Lifshay", and the paid date is shown
as 2022-12-13 in NLnet's records rather than paid as above 2022-07-21.

this amount is NOT subtracted from the automated tallying of "available"
under the NLnet RFP system, making it *look* like there is EUR 1300
more that can have an RFP submitted than there actually is.

This is for the FPGAs and equipment that we purchased using the FPGA-fund (donations separate from NLnet) since the NLnet grant wasn't running yet. The money that we used from the FPGA-fund is actually needed for other things such as the raptor computing fpgas we already agreed to purchase iirc -- see discussion at:
