Tasks:

1. Replace the intermediate period license by the GPL, now that SU
   fully own HiTas/Yagle (since 2017).

2. Completely rewrite the build system, moving from old Make
   to modern CMake.

3. Attempt to migrate the doc from Docbook to reStructuredText
   (for Sphinx or direct inclusion into the Coriolis doc).
